Quality of Life Dashboard code good to go

We haven’t launched because data. As in I don’t have any yet. But the code is done, cleaned, organized, commented, refactored, and every other I’m tired of looking at it word. If you have been waiting for me to stop screwing around with it, wait no longer. Go get it, or take a gander at the RC.

I may tweak a few things. I’m still digesting Mike Bostock’s talk from FOSS4G and I might do some choropleth color changes as a result. I might move an odd bit around. Stuff like that. But the code is the cleanest stuff I have ever written, which means it will probably pass as “usable” for some small percentage of you.
